Mount Vernon City Hall recording ban raises First Amendment concerns

New Mount Vernon legislation will restrict access to previously public areas of City Hall.  The legislation provides for potential criminal penalties to those who violate the new restrictions.

The First Amendment generally protects the right to record government officials, experts say.

A new Mount Vernon ordinance restricting when and where members of the public can record officials inside City Hall has come under fire from open government advocates.

The ordinance, which was approved unanimously by the city council last week, declares the council chambers and rotunda areas within City Hall "nonpublic," cutting off access to those spaces outside of a narrow set of preauthorized purposes. Con Edison Gas Main Work to Begin on Grand Street; Benedict Boulevard

Con Edison has advised the Village that their contractor will be commencing two gas main installation projects to upgrade the gas distribution system, replace old piping, and provide better gas service to the area:

Gas Main Replacement/System Reinforcement Project on Grand StreetLocation: Grand Street from Old Post Road South (the dummy light) to Harrison Street; a portion of Mount Airy Road from Grand Street to King Street.

This project was initially scheduled to begin during the summer of 2022, but was postponed to 2023, and is now expected to commence on Wednesday, February 8, 2023.

The work will be completed in sections, and will take place Mondays through Fridays from 8:30 AM until 5:00 PM.

The full project is expected to take approximately six months.

Travelers should plan accordingly: expect delays, occasional road closures, some detours, and consider alternate routes. There will be temporary no parking in work areas from 7:00 AM to 6:00 PM.

Pavement restoration will occur following the completion of the project.

A massive international research collaboration that analyzed several dozen rigorous studies focusing on "physical interventions" against COVID-19 and influenza found that they provide little to no protection against infection or illness rates.
