CROTON ON THE WRONG TRACK TO SOLVE CELL COVERAGE PROBLEMS----AN UPDATED WORD FROM CROTON RESIDENTS FOR RESPONSIBLE TELECOM--ALSO NOTICE OF 4/10 MEETING (UPDATED 4/1, MEETING POSTPONED)

In July of 2023, Mayor Pugh appointed a group of residents to the Telecommunications Advisory Committee (TAC) to assist with the creation of a master plan that would address Croton’s wireless telecommunications needs both by updating the Village’s outdated legal codes governing telecommunications and by working with TeleVate, a telecommunications consulting company hired to study Croton’s cell coverage gaps.

Unfortunately, the work done by TeleVate, which was shared with the TAC, has been continually misrepresented by Village officials to support their preferred outcome that favors building cell towers on municipal property at 10 Gerstein Road (behind CET) and 230 Hessian Hills Road, even though no engineering studies have shown that cell towers at these locations would best meet Croton’s cell coverage needs. While the latest draft of the law lists “Parcels within the PRE District owned by the Village of Croton-on-Hudson,” earlier drafts listed 10 Gerstein Road.

On February 19, 2024 the TAC sent a letter to the Board of Trustees stating that, while the draft law is a significant improvement, it is fundamentally flawed. The law specifically exempts proposals for new cell towers on Village land from requirements that apply to all other locations, and which are intended to demonstrate that the proposed location is optimal for improving cell service. It also bypasses the Planning Board specifically for new towers on Village land, reducing scrutiny and input.

Without having addressed the concerns of the mayor-appointed TAC, the Board of Trustees has scheduled a public hearing on the draft law for April 10, 2024....READ MORE AT Crotontelecom

Cell towers and where to put them was back on the agenda this week. Some villagers are getting more insistent that their criticisms of a proposed new law be heard.

In our report on the February 28 Board of Trustees meeting, we related the conclusions of the ad hoc Telecommunication Advisory Committee (TAC), which was appointed last July to make recommendations about changes in the village’s Telecommunications laws—which village officials deem necessary to set the stage for improving cell phone service in Croton. Recently several of us were reminiscing about the "old days of foil" when responses were not done digitally, and everything was "twenty-five cents a page" to answer citizen freedom of information requests.  

Indeed, it would be no exaggeration to say that residents spent thousands of dollars over many years with multiple government offices and agencies during the Metro Enviro saga, the Millenium Pipeline fight, the Gouveia property acquisition and so much more.

And yes while things have improved, a citizen still has little recourse if the request for information is denied.  

With that in mind, The Associated Press has an article today:

States have a patchwork of ‘broken’ systems for accessing open records

A nationwide review by The Associated Press and CNHI News revealed a patchwork of complicated systems for resolving open government disputes that often put the burden of enforcing transparency laws on private citizens. Read more.

Why this matters:

The review found that fewer than a third of states have offices that can help residents force agencies to turn over documents or comply with open meetings requirements. Systems for resolving open government disputes vary vastly from state to state and can be complicated and daunting to navigate.

In most states, residents have just one meaningful option when they believe an agency is illegally withholding public information: waging a costly legal battle. This system has a chilling effect, discouraging private citizens from finding out about matters from police investigations to how elected officials make decisions and spend taxpayer money.

The United Kingdom’s National Health Services announced this week it will no longer routinely prescribe gender-confused children puberty blockers, admitting the hormonal treatments are experimental in nature and can have lasting physical and mental consequences.

The decision is the result of an internal investigation into the massive spike in referrals to the Tavistock gender clinic, which is set to close at the end of the month. Dr. Hilary Cass, a pediatrician who oversaw the investigation, concluded last summer that there was not enough evidence to support Tavistock’s treatments and that much more research was required.
