CHRONICLE EDITORIAL: BASIC VILLAGE DEMOCRACY DEMANDS PUBLIC HEARINGS BEFORE LOT A IS SOLD TO A DEVELOPER WHO WANTS TO BUILD 95 CONDO UNITS

Welcome to The New Everything Croton, a collection of all things Croton--our history, our homes, our issues, our businesses, our schools, our houses of worship--in short, EVERYTHING CROTON.

NEW FROM THE CHRONICLE: A major development across from the train station will affect everyone in the village. But the Board of Trustees plans to fast track it this evening, just two days after announcing the tentative sale.

On Monday, after months of secret negotiations and executive sessions, village officials announced plans to sell Lot A across from the Croton-Harmon train station to the Chappaqua-based developer WBP Development LLC (formerly known as Wilder Balter Partners Inc., and still often called by that name) for $2.3 million.

(Disclosure: William Balter of WBP is no relation to the editor of The Croton Chronicle nor any of his family members.)

As we reported yesterday, the village claims that it is not required to hold a public hearing on the sale of village land that is not needed for municipal purposes, although any permit to build multifamily housing at the site would require the normal process of approvals and public hearings by various village bodies (for example, the Planning Board, Waterfront Advisory Committee, and so forth.)

As Village Manager Bryan Healy told us:

“If the term sheet is approved on Wednesday night, the developer will apply for a special permit for the multifamily building, which will require a public hearing. That would take place before a contract is signed. There is no requirement that a public hearing be held related to the sale of village land. The Board must make a determination that the land is no longer need for municipal purposes, which it will be doing in the resolution on Wednesday evening.”
