New York City Mayor Eric Adams' plan to relocate up to 300 asylum seekers to hotels in Rockland and Orange counties remained in turmoil Thursday, with the city facing multiple legal actions just as dozens of migrants arrived at a hotel in Newburgh.

Adams, a Democrat, faced swift political outcry from the right and legal pushback late last week when he announced that asylum seekers would be sent out of New York City to nearby counties. His administration said the move was meant to make room for a swell of migrants expected to come to the city after Title 42, a COVID-era immigration ruling that limited access at the U.S. border, expires Thursday.
