A judge on Monday temporarily barred New York from issuing new cannabis dispensary licenses as part of a lawsuit claiming regulators unjustly favored people impacted by past marijuana prohibition enforcement.

State Supreme Court Justice Kevin Bryant’s ruling sided with a group of service-disabled veterans seeking dispensary licenses. Their lawsuit asserted in part that cannabis regulators violated the state Constitution by exclusively granting licenses to justice-involved business owners during the initial marijuana marketplace rollout.
