SIGNIFICANT LOS ANGELES EARTHQUAKE

A major earthquake has rattled California with Los Angeles residents warned to brace for aftershocks. The U.S. Geological Service said a magnitude 4.6 earthquake struck the Los Angeles area today. The quake struck the area at about 12:20pm local time and was felt in surrounding areas, such as Studio City. Major Changes in New York’s Freshwater Wetland Regulations

Freshwater wetlands are lands and submerged lands—commonly called marshes, swamps, sloughs, and bogs—that support aquatic or semi-aquatic vegetation. New York’s Freshwater Wetlands Act was enacted in 1975 and modernized as part of the 2022-2023 Enacted State Budget. The proposed rule would take effect in January 2025 and clarify jurisdictional status of smaller wetlands of “unusual importance” that meet one of 11 specific criteria contained in the newly amended Freshwater Wetlands Act. In addition, the draft regulations provide a revised wetlands classification system and a process for the public to request and appeal jurisdictional determinations.

The proposed regulations continue DEC’s ongoing efforts to involve interested stakeholders in regulation development and, along with public feedback, build upon an Advanced Notice of Proposed Rule Making DEC released in January 2024.

There will be identical, virtual informational presentations that will cover the need for the regulatory changes, the contents of the draft regulations, how the comments received earlier in the year were incorporated, and the next steps to finalizing the regulations. Tuesday, 8/27 1-2pm hosted by DEC’s Hudson River Estuary Program (HREP).

Because of the status of the draft regulations, we are inviting questions for these presentations in advance only. When you register for the DEC’s HREP presentation there will be a mechanism for you to submit your question(s). For the NYPF presentation, please email us your question(s) with the subject “Question for Presentation”.

DEC encourages the public to comment on the proposed regulations. Comments will be accepted through September 19, 2024, and can be submitted via e-mail with the subject: “Wetlands Part 664 Comments” or via mail to NYSDEC, Attn: Roy Jacobson, Jr., 5th Floor, 625 Broadway, Albany, NY 12233-4756.

The public can also provide comments during virtual and in-person public hearings. The virtual public hearings are scheduled September 10, at 1 p.m. and 6 p.m. An in-person public hearing is scheduled September 12, at 1 p.m. at the DEC office at 625 Broadway, Albany, NY. Registration for the public hearings can be found on DEC’s website.

     Editor’s note: Since last April, the Chronicle has published a number of stories about the struggle of low paid school workers, who include teacher’s aides and lunch room workers, to achieve a better contract with the Croton-Harmon school district. Now their union leader pens a plea to the district and to the community, in her own words.

"A penny saved is a penny earned." There is certainly none of that happening with any of our members. We are living paycheck to paycheck.

The ACU (Aides of Croton United) is currently in the midst of negotiating a new contract with the Croton-Harmon school district. Our last contract expired on June 30 of this year. We will be entering the 24/25 school year working off of that contract. After a number of meetings with the district regarding negotiations, we have reached an impasse and are now moving forward with a mediator. Our first mediation meeting will be on September 25, 2024. The aides are not requesting an unreasonable rate of pay from the district, we are simply asking for a "livable" wage.  MORE AT Guest Editorial: School workers union president says, give us a "livable wage." A Rockland County hotel was the focus of fury last year when New York City announced plans to move some of the migrants in its care to upstate hotels, setting off ripples of resistance across New York.  The city's first accommodation option was to be the Armoni Inn & Suites off Route 303 in Orangeburg, which had already made a deal to house asylum seekers and was preparing for their arrival. A court order soon blocked those plans, setting the stage for a legal fight that continues to this day and has prevented the hotel from ever boarding any migrants.
